基于新型冠状病毒肺炎疫情防控的全人群六级隔离防治体系构建与启示

Construction and Enlightenment of “Six-level in Total Population Quarantine & Prevention and Control System” for COVID-19 Epidemic Prevention and Control

在我国新型冠状病毒肺炎阶段性防治现状与问题分析基础上,系统总结疫情防控分阶段采取隔离防治措施的实践经验教训,以保障人民生命健康为根本的价值遵循,构建提出了包括重症患者、轻症患者、疑似患者、无法排除感染可能的发热患者、确诊患者和无症状感染者的密切接触人群+无症状感染者+境外来(返)人群、健康人群等六类立足全人群的六级隔离防治体系与应对路径,以展示中国针对新冠肺炎重大疫情全人群全方位采取隔离措施的实践探索与创新,为后疫情时代应急与常态化防控重大传染病疫情以及当前全球抗疫提供中国经验和启示。

Based on the analysis of COVID-19 epidemic prevention and control status,the study systematically summarizes the practical experience and lessons of the epidemic prevention in nationwide in isolation measures,to guarantee fundamental value of protecting people’s health, proposes six types of "six-level in total population quarantine & prevention and control system" and response path to reply "critical patients,mild symptoms patients,suspected patients,possible patients with fever,the population of COVID-19 patients with contact history and close-contacts + asymptomatic patients + returned personals,and healthy population",to demonstrate China’s practical exploration and innovation of taking quarantine measures for the entire population of COVID-19 epidemic,so as to provide Chinese experience and inspiration for emergency and normalization prevention,control of major infectious diseases and the global epidemic resistance in the post-epidemic era.
