摘要
教育标准对办学理念、目标、内容等核心要素起规制和促进作用。基于理论逻辑推演并借鉴国际经验,可将应用型本科院校建设标准总体框架划分为以办学定位为主的理念层,涵盖人才培养、教师队伍、学科专业、科技创新与转化的要素层,以治理体系和办学资源为主的保障层。依据对相关学术论文和政策文本的计量分析所确证的应用型本科院校建设标准重点内容,推动其具体实践应从明晰院校发展定位,推进核心发展要素优化升级,构建基础性保障机制,深化产教融合与校企合作,合理有效推进国际化等方面着手。
The educational standard plays a regulatory and expansionary role in the core elements of school-running philosophy,objective and content.Through the theoretical logic deduction and world experience,the overall standard framework of constructing applicationoriented college could be divided into the concept layer including the school-running location,the element layer containing talent cultivation,faculty,discipline,scientific and technological innovation and transformation,and the guarantee layer with the governance system and operation resources.To promote the transformation from the ideal standard to practice,it should clarify the development orientation,optimize and upgrade the core elements,build the basic guarantee mechanism,integrate industry and education,and promote internationalization.
