民族地区乡村振兴战略实施的重点及对策——基于农户评价的调研与思考

The Key Points and Countermeasures for the Implementation of the Strategy of Rural Revitalization in Ethnic Areas:Research and Thinking Based on Farmer Evaluation

农户是乡村振兴战略实施的主体,既是支持者与受益者,也是参与者与建设者;农村社区是乡村振兴战略实施的主战场,既是国家宏观政策落实的组织者与实践者,也是农户实现发展的支持者与依托者。如果能够将现有的“政府主导”的“自上而下”的乡村振兴战略实施进程与“民众参与”的“自下而上”的乡村振兴战略的主体行为进行有机的结合并形成合力,这将有助于民族地区的快速发展。文章试图通过农户对自身发展10个方面和社区发展14个方面的重要性、满意度和支持度的评价,探讨民族地区乡村社区在实施乡村振兴战略中的关键问题和有效措施。

Farmers are the main body of the implementation of the Rural Revitalization Strategy,as well as the supporters and beneficiaries,as well as the participants and builders;rural communities are the main battlefield of the implementation of the Rural Revitalization Strategy,as well as the organizers and practitioners of the implementation of the national macro policies,as well as the supporters and supporters of the development of farmers.If we can combine the implementation process of the existing"government led"top-down"Rural Revitalization Strategy with the main behavior of the"bottom-up"Rural Revitalization Strategy of"people's participation"organically and form a joint force,it will contribute to the rapid and high-quality development of ethnic areas.This paper attempts to put forward the key problems and effective measures of rural communities in ethnic areas in the implementation of Rural Revitalization Strategy through the evaluation of farmers'importance,satisfaction and support in 10 aspects of their own development and 14 aspects of community development.
