乡村振兴背景下东西协作回汉互嵌社区的脱贫模式——宁夏生态移民闽宁镇原隆村的个案研究

Under the Background of Rural Revitalization,The Poverty Alleviation Model of east-west Cooperation and Hui-han Community:A Case of Eco-immigrant Community in Ningxia Yuanlong Village

闽宁镇原隆村作为国家东西合作协作扶贫的典型示范移民村,其脱贫致富模式为中国西北扶贫开发提供了重要经验。在乡村振兴战略实施过程中,原隆村根据《乡村振兴战略规划(2018-2022年)》,进行精准发展方向定位,形成了东西协助、对口帮扶、民族互嵌、自主发展等发展模式,探索出一条生态发展的脱贫之路。同时,经实地调研发现,原隆村回汉互嵌式社区仍存在着移民致富能力不足、移民收入季节化、部分贫困移民发展动能不足、年老体弱者贫困等问题。当前正处于脱贫攻坚最后1公里的关键时期,亟待通过创新工作模式,激发移民村产业活力,消除“以贫为荣”的贫困思想,保障年老体残移民脱贫,建立乡村振兴的长效保障机制等措施,为原隆村及同类民族互嵌生态移民村落的脱贫致富、跨越式发展提供典型案例。

Yuanlong village, a typical example of the national east-west cooperation in poverty alleviation, provides important experience for the poverty alleviation and development in northwest China. In the process of implementing the rural revitalization strategy, Yuanlong village according to the Strategic plan for rural revitalization, decided to accurate orientation of development direction, then formed a variety of features, such as east-west cooperation, paired assistance, ethnic integration and independent development. It tries to explore a road to wealth through ecological development. After the field investigation,we found that the Yuanlong village still has some problems, such as the insufficient ability of immigrants to become rich, the seasonal income of immigrants, the insufficient development of some poor immigrants, and the poverty of the old and the weak. At a critical juncture in the final mile of the poverty alleviation effort, it is urgent to innovate the working mode,stimulate the industry vitality of immigrant villages, eliminate the poverty thought, guarantee the poverty of the old and the weak immigrants, and establish a long-term guarantee mechanism for rural revitalization. It will provide intellectual support for the development of yuanlong village and other ecological settlement villages.
