Research on the Medical One Connect System Based on the Electronic Health Card of Residents

目的:为方便群众就医,优化就诊流程,创新服务模式,提升医疗机构工作效率和管理水平,研究、设计基于居民电子健康卡的医疗一账通系统实现全市医疗机构的便捷支付。方法:根据标准统一、平台共建、数据共享、应用互通的原则和顶层设计的指导思想,通过患者统一身份识别和统一安全管理,建设基于健康卡、医疗专用账户的医疗一账通体系。结果:通过关联患者、医院、金融机构之间的清结算流程,实现医疗专用账户资金在区域内的通存通用,有效解决医疗机构清结算、三长一短的难题。结论:基于居民电子健康卡的医疗一账通系统在实现患者身份识别的同时,提供了跨院、院内各诊疗环节的支付结算解决方案,有效缓解了三长一短问题。

Objective:In order to facilitate public medical treatment,optimize the medical treatment process,innovate the service mode,improve the work efficiency and management level of medical institutions,research and design the medical one connect system which based on public electronic health card to realize the convenient clearing of medical institutions in city is necessary.Methods:According to the principles of unified standards,platform cooperation,data sharing,application intercommunication and the guiding ideology of top-level design,the medical one connect system with special medical account is built by unified identity identification and unified security management of patients.Results:Effectively solve the problem of the clearing in medical institutions and the three long and one short problem by relating the clearing and settlement process among patients,hospitals and financial institutions with the universal deposit of medical special account funds in the region.Conclusion:The medical one connect system not only realizes the identification of patients,but also provides the clearing and settlement solutions across hospitals and in hospital,which effectively alleviates the three long and one short problem.
