公平与包容:全球成人学习与教育参与的现状、阻碍及举措--基于GRALE Ⅳ的分析与思考 被引量:1

摘要 2019年12月,联合国教科文组织终身学习研究所发布了第四次《全球成人学习与教育报告》,该报告基于终身学习研究所对于全球成人学习与教育发展情况的最新调查,旨在构建全球成人学习与教育发展的最新蓝图。与前三份报告不同的是,该报告以“不丢下任何人:参与、公平和包容”为核心主题,指出目前全球成人学习与教育全新认识形成、总体参与率不足、国家与地区间参与程度不均衡、教育弱势群体参与不平等和忽视“公民技能”领域参与,并受到来自环境、条件与认识三方面的阻碍,并提出完善成人学习与教育的内涵与价值、合理分配促进弱势群体参与的援助资金、创造公平稳定的工作环境与条件和扩充成人学习与教育的涵盖范围等改革举措。 In 2019,the UNESCO Institute for Lifelong Learning released the fourth edition of the Global Adult Learning and Education Report,which is based on the latest survey of the development of global adult learning and education by the Institute for Lifelong Learning aimed at building a globally latest blueprint for adult learning and education development.Unlike the previous three reports,the fourth edition of the Global Adult Learning and Education Report focuses on“Leaving No One:Participation,Fairness and Inclusion”as its core theme.The report points out that the current global participation in adult learning and education presents a new understanding of adult learning and education,the overall participation rate is still insufficient,the level of participation between countries and regions is uneven,the unequal participation of educationally disadvantaged groups and the status of ignorance of participation in the“civic skills”field;Obstructed by environmental barriers,conditional barriers and cognitive barriers;the connotation and value of improving adult learning and education,Reform measures such as the rational distribution of aid funds to promote the participation of disadvantaged groups,the establishment of a fair and stable working environment and conditions,and the expansion of the scope of adult learning and education.
