The Internal Tension and Reflection of Instrumental Poverty Management—The Perspective of State Autonomy

精准扶贫中的国家自主性是中国式贫困治理成功的制度密码。然而在精准扶贫中,同时存在因国家过度运用工具理性的政策手段提升自主性,导致官员形式化应付、数据俘获治理、“交换式”干群关系等消解国家治理有效性和公共性的问题。精准扶贫政策执行中的工具主义僭越和协同治理缺失是国家自主性流失和贫困治理绩效缩水的主要原因。从国家与社会嵌入协同的视角,形塑基层官员的责任政治观念,构建政府组织内部跨部门协同机制,探寻政府与企业、贫困户之间伙伴式协作机制的创新是解决问题的可行办法。

State autonomy in targeted poverty alleviation is the institutional code for the success of poverty governance with Chinese characteristics.However,there are still some problems in the implementation of poverty alleviation policies,such as official formal coping,data capture governance,and conspiracy relationship between cadres and groups.The main causes of the problems are the instrumentalism usurpation and the lack of coordinated governance in the implementation of precise poverty alleviation policy.From the perspective of the integration of state and society,it is feasible to cultivate the responsibility political concept of grass-roots officials and innovate the coordination mechanism among governments,enterprises and poor households.
