“放管服”改革促营商环境优化:成效、看点与未来前瞻

Improving the Business Environment Through the Reform of the Deregulations and Services:Performances,Advantages and Prospects

近年来,我国营商环境国际排名大幅上升。通过对世界银行营商环境排名10项一级指标变化率分析发现,“放管服”改革方向指导下开办企业营商环境大幅改善、企业获得电力营商环境大幅提升和执行合同营商环境大幅优化是促使排名大幅上升的决定性因素。针对当前我国营商环境存在的一些短板,中央政府在“利企便民”总体导向下,通过更大规模推动减税降费、纾解中小企业融资问题、推动建设审批制度改革等具体措施,以“放管服”改革为抓手进一步优化营商环境。从更加长远的角度看,未来优化营商环境应重视借鉴亚洲发展型国家相关经验,根据国情加快构建具有中国特色的营商环境评价体系,破解营商环境的区域不平衡难题,从而营造稳定公平透明可预期的营商环境。

In recent years,China’s international ranking of business environment has risen significantly.Based on the analysis of the change rate of the 10 first-level indicators of the world bank’s business environment ranking,it is found that the decisive factors leading to the significant improvement of the business environment under the reform of the Deregulations and Services are the substantial improvement for enterprises to start business,to obtain electricity and to implement the contracts.Admittedly,some weaknesses remain in the current business environment,yet tax cuts with larger scale,relief of the small enterprise financing problems and reforms of administrative examination and approval can improve the business environment.In the long term,the improvement of the business environment could draw on the experience of Asian developmental countries,construct the evaluation system for business environment with Chinese characteristics and address regional imbalances of the business environment within China,so as to create a stable,transparent and predictable business environment.
