新时代退役军人医疗保险接续:机制重构与政策完善

China’s Medical Insurance Continuity for Veterans in the New Era:Mechanism Reconstruction and Policy Improvement

我国退役军人医疗保险接续政策体系已基本形成,政策内容已覆盖军转干部、退役士兵、退役残疾军人等退役军人群体。但在退役军人管理保障体制和医疗保障治理结构发生重大变革的新时代背景下,退役军人医疗保险接续机制仍面临着“深化跨军地改革”的现实需求与政策建构相对滞后之间的矛盾。要推进军地基本医疗保险制度并轨改革,并通过健全军地医疗保险接续机制、强化政策内外部协调衔接、创新经办机制等方面完善退役军人医疗保险接续的配套措施,以维护退役军人医疗保险合法权益,彰显对军人职业的尊崇。

The veterans’medical insurance continuity policy system of China has basically been formed,and the contents of the policy have covered the groups of veterans such as military cadres,retired soldiers and disabled veterans.However,in the New Era of great changes in the veterans’management and security system and the medical care structure,the continuity mechanism of veterans’medical insurance still faces the contradiction between the actual needs of“deepening cross-military reforms”and the relatively lagging of the policy construction.It is proposed to promote the“integration”reform of the military-local basic medical insurance system,and to improve the supporting measures of veterans’medical insurance policy in terms of improving the mechanism of the continuation of military-local medical insurance,strengthening the internal and external coordination of the policy,and innovating the management mechanism,so as to protect the legitimate rights and interests of veterans’medical insurance and to demonstrate the respect of the military profession.
