Integrating functions of political center,economic center and cultural center,a nation’s capital often attracts a multitude of resources and talent,which can eventually culminate in common“urban diseases”of megacities such as traffic congestion and air pollution.Tackling such issues has always been a challenge for city managers.When an unexpected health emergency arises,swift and effective measures must be taken because larger and more densely-populated cities facilitate faster spreading of disease.Capital cities often find themselves confronted by even bigger problems.Last January,a murky haze shrouded the Thai capital of Bangkok for weeks,leading to rapid deterioration of air quality.
