“精明收缩”视角下中国特大城市人口质量调控--以上海市为例

Population quality control in China’s megacities from the perspective of "Smart Shrinkage" :a case study of Shanghai

从精明收缩理论与人口质量内涵解析入手,通过特大城市人口调控理论探索、规模控制、层面探讨、问题概述四方面综述特大城市人口调控现状发展情况,结合上海市人口分布不合理、人口发展质量失衡、人才缺失三大主要问题,基于"精明收缩"理论创新指导,提出"二维度、三层面、四要素、五策略"的人口质量调控思路,确立"精明收缩"理论和调控方向两大维度,从政府、市场、社会三个层面,结合精明政策、合理资源、高效空间、科学产业四类要素,提出人口质量调控策略,包括强化基础教育建设、构建高质量教育队伍、人才引进与留住、优化人口布局五大内容。

From the sharp contraction theory and population quality connotation analysis, through the theoretical exploration of urban population regulation, scale control, discusses, problem, the summary of the development of heavy four aspects of the present situation of population regulation, combined with Shanghai’s population distribution is not reasonable, quality of population development imbalance, lack of talented person three major problems, based on the theory of contract "smart" innovation guidance, put forward "two dimension, three, four factors, five strategies" population quality control ideas, establish contraction "smart" theory and regulation direction two big dimensions, from three aspects: government, market, society, combining the four elements of smart policies, reasonable resources, efficient space and scientific industry, this paper puts forward the control strategy of population quality, including strengthening the construction of basic education, constructing high-quality education team, introducing and retaining talents, and optimizing population distribution.
