摘要
当前新冠肺炎疫情冲击全球公共卫生应急管理系统,给人民生命财产安全、经济社会和国家安全构成了极大的威胁,国内公共卫生应急管理面临严峻挑战。本文通过对财政支持公共卫生应急管理体系的运行现状进行分析,梳理出当前体系在设计和运行方面存在的种种问题,为进一步健全完善财政支持公共卫生应急管理体系建设提供决策参考。
The current epidemic situation of COVID-19 affects the global public health emergency management system,which poses a great threat to people's life and property safety,economic society and national security.Domestic public health emergency management is facing severe challenges.This paper analyzes the operation status of the financial support public health emergency management system,sorts out the problems existing in the design and operation of the current system,and provides decision-making reference for further perfecting the financial support public health emergency management system.
