龙粤对口合作框架内黑龙江省完善对俄合作机制研究

随着中俄经济联系的日益密切以及黑龙江省自贸区的批复,扩大对俄合作需要提前布局和统筹安排。而当前妨碍黑龙江省扩大对外开放,促进要素有序自由流动的体制性因素还较多,制约了开放经济条件下经济主体资源的合理配置与利用,单独依靠黑龙江省的内生力量存在一定的困难。面对多年难以实质性突破的困局,黑龙江省要立足龙江实际,围绕规划定位,结合黑龙江省和广东省的资源互补性,乘国家政策之东风,借广东资金、技术、管理经验之力,通过推动大项目、构建大平台、共建大通道、同构大载体,探索龙粤对口开展对俄合作的机制和领域,以文化为先行,以创新为引领,以贸易为引导,以通道为保障,以金融为支持,以信息为媒介,积极融入中蒙俄经济走廊建设,提升对外开放层次和水平。

With the increasingly close economic ties between China and Russia and the approval of Heilongjiang Free Trade Zone,the expansion of cooperation with Russia needs to be arranged and coordinated in advance.At present,there are many institutional factors hindering the expansion of opening up of Heilongjiang province,promoting the orderly free flow of elements,restricting the rational allocation and utilization of economic subject resources under the condition of opening up economy,and it is difficult to rely solely on the endogenous forces of Heilongjiang province.Facing unsubstantial breakthroughs for many years,Heilongjiang should be based on the actual,surrounding planning position,combine Heilongjiang province and Guangdong province resources complementary,rely on national policy and the power of Guangdong capital,technology,management experience,by means of driving a large project,the big platform,large channel and the carrier,explore Heilongjiang-Guangdong counterpart on Russia's cooperation mechanism and the field,take culture as the first,innovation as the lead,trade as the guide,access as the guarantee,finance as the support,and information as the medium,actively involved in Russia's economic corridor construction,and improve the level and level of opening to the outside world.
