辽宁省营商环境建设的政策文本分析--基于《辽宁省优化营商环境条例》

An Analysis of the Policy Text of the Construction of Business Environment in Liaoning Province--Based on the Regulations on Optimizing the Business Environment of Liaoning Province

优化营商环境是振兴辽宁、振兴东北的重要突破口。一方面,分析中央政府与辽宁省营商环境相关的政策文件可以看到一个大趋势:近三年国家政策层面,与营商环境相关的政策文件数量明显增加,而政策内容同性与异性特征并存,且呈现阶段性发展的特征。通过《辽宁省优化营商环境条例》等主要政策文本,尤其是2016年及2019年条例文本分析和量化分析的结果来看,辽宁省营商政策文件的发展也呈现此特征。另一方面,从理论逻辑层面看,2019年条例,基于市场、政务、法治、人文四个维度构建了辽宁省营商环境制度建设的逻辑,在此借助这四个维度对政策文本进行系统剖析,总结出辽宁省营商环境建设发展的理论逻辑与现实问题,并结合辽宁省现实情况提出相应对策。

Optimizing the business environment is an important breakthrough in the revitalization of Liaoning and Northeast China.On the one hand,by analyzing the policy documents of the central government and the business environment of Liaoning Province,a general trend can be seen:the number of policy documents related to the business environment at the national level in the last three years is obviously increased,while the same-sex and opposite-sex policy content coexists with the characteristics of periodic development.Through the main policy texts such as the regulations of Liaoning Province on optimizing the Business Environment,especially the results of the text analysis and quantitative analysis of the regulations in 2016 and 2019,the development of business policy documents in Liaoning Province also presents this characteristic.On the other hand,from the point of view of theoretical logic,the 2019 regulations on optimizing the Business Environment of Liaoning Province mainly express the four dimensions of the construction of business environment in Liaoning Province:market environment,government environment,rule of law environment and human environment.With the help of these four dimensions,this paper systematically analyzes the policy text,sums up the theoretical logic and practical problems of the construction and development of business environment in Liaoning Province,and puts forward the corresponding countermeasures according to the actual situation of Liaoning Province.
