公共项目绩效损失结构、测度与评价方法研究

Research on the Structure, Measurement and Evaluation of Public Project Performance Loss Based on Public Value

传统的政府绩效测度理论、方法体系以及研究视角无法有效回应公共项目绩效的测不准特性。基于公共价值管理理论范式,从绩效损失的视角切入,构建了新理论范式下具有可操作性的公共项目绩效损失测度体系。以体系为基础,基于世行项目,实证测算了公共项目的绩效损失及其排序。结果表明:(1)使命型绩效损失在判定公共项目成功与否时处于统领地位,出现较大程度的绩效损失即可判定项目失败;(2)工具型绩效损失在传统公共项目绩效测度中被等同于全部绩效损失;(3)权益型绩效损失因缺乏强制性而容易被选择性忽视。

Traditional government performance measurement theories,methodologies,and research perspectives cannot effectively respond to the uncertainty characteristic of public project performance.Based on the theory of public value management,from the perspective of performance loss,this paper aims to construct a measurable public project performance loss measurement system under the new theoretical paradigm.The research results show that(1)mission-based performance loss is in a leading position.Once a large performance loss occurs,it can directly determine that the project fails due to carrying the wrong mission;(2)tool-based performance loss is always misunderstood as the equivalent to all performance losses in some parts of China;and(3)equity-based performance loss which is not ruled by program is selectively ignored.
