摘要
文章在总结"三区三线"规划相关研究的基础上,通过思辨其划定逻辑及对生态文明改革的价值,提出生态文明体制下"三区三线"的规划治理逻辑:应加强对各类空间性规划管控制度的整合,建立口径一致、权责统一的规划管理制度体系;通过对自上而下的"三区三线"相关制度的梳理,建立与事权一致的"三区三线"分层、分级管控体系;基于规划编制、审批、实施与监督体系,强化战略留白,完善规划编制体系,提高规划编制的科学性和实施性。
With a review of relevant studies of“three areas and three lines”,the paper analyzes its delineation logic and values to ecological civilization reform,argues that the governance of“three zones and three lines”shall strengthen integration of different kinds of spatial plans and establish a unified and hierarchical planning governance system with correspondent powers and responsibilities.Based on the system of planning compilation,inspection and approval,implementation,and supervision,strategic reservation shall be highlighted to improve the rationality of planning.
