面向国土空间规划的未来规划师卓越实践能力培育

Cultivating Planners’Outstanding Ability of Practice for National Land Use and Spatial Plan

基于现阶段我国国土空间规划体系改革的背景,以及这一改革对城乡规划教育的影响,文章提出塑造以能力结构为重点、突出协同创新能力培育、提升未来规划师卓越实践能力的观点,指出规划师的实践能力是职业生命力和竞争力所在;协同创新能力是能力结构中最体现卓越实践能力的一环,是职业规划师卓越实践能力的核心。面对新时代国土空间规划任务,规划师须针对不同地域的经济社会阶段、历史文化特征和地理风貌条件等,开展“在地性”协同创新规划;通过参与式、互动式和渐进式“三式规划”,在规划实践的全过程更好地发挥协同创新能力,以应对未来发展的不确定性。同时,文章提出城乡规划课程设置应及时响应国土空间规划体系改革,及时补充相应的实务应用课程,为卓越实践能力的培育打好基础。

In consideration with the national land use and spatial planning reform and its impact on urban rural planning education,the paper proposes improving the ability of collaborative creativity of future planners.It points out planners’ability of practice is where their professional vitality and competitive power lies.The ability of collaboration and creativity is the core of planners’practical ability.With the ability planners shall be able to meet different needs under different conditions and come up with localized creative plans.Participatory,interactive,and progressive planning can better exert planners’ability in response to future uncertainties.Meanwhile,the paper proposes urban rural planning curriculum adapt to spatial planning system reform,and adds practical courses in spatial resource safety,efficiency,equity,characters,governance,and technique,so as to set a good foundation for the cultivation of planners’outstanding practical abilities.
