我国省市体育社团“四化”改革的实施路径研究——基于浙江省的例证

Research on the Implementation Path of the"Four Modernizations"Reform of Sports Associations in Provinces and Cities of China——Based on the Example of Zhejiang Province

体育社团是全民健身发展的重要组织保障。论文主要采用文献资料法、问卷调查法、专家访谈法与座谈法等研究方法,以浙江省体育社团为调查对象,对浙江省体育社团现状与问题进行分析,提出体育社团“四化”标准建设,进而提出体育社团发展实施路径。研究认为,浙江省体育社团总体发展状况良好,在政府、社团与环境层面仍存在问题。基于社团“四化”标准要求,提出转变政府职能,加强体育总会建设,打造体育社团发展共同体,构建体育社团信息服务平台,加大政府购买服务力度,出台相关政策,完善社团法人治理结构,增强自主发展能力,加强跨界融合,培训培养社团专业化人才等实施路径,为我国省市体育社团改革与实施路径提供理论与实践依据。

Sports Association is an important organizational guarantee for the development of national fitness.The main research methods of this paper are literature,questionnaire,expert interview and forum.Taking Zhejiang sports associations as the investigation object,this paper analyzes the current situation and problems of sports associations in Zhejiang Province,suggests the standard construction of"four modernizations"of sports associations,and then puts forward the development and implementation path of sports associations.The research shows that the overall development of sports associations in Zhejiang Province is in good condition,and there are still problems in government,community and environment.Based on the standard requirements of"four modernizations",this paper puts forward the implementation ways of changing the government functions,strengthening the construction of sports associations,building the development community of sports associations,building the information service platform of sports associations,strengthening the government's purchase of services,promulgating relevant policies,improving the corporate governance structure of mass organizations,enhancing the ability of independent development,strengthening cross-border integration,training and cultivating professional talents of mass organizations.It provides theoretical and practical basis for the reform and implementation of sports associations in China.
