Contents and Overall Architecture of High Speed Railway Project Quality Management System

高铁工程质量管理工作构成复杂、要素众多、关联密切、变化动态,需有效分析各方面工作特点及内容。运用系统工程理论,构建高铁工程质量管理系统的概念模型,明确知识维、逻辑维、时间维等各维度内涵,分析高铁工程质量管理在各维度上的重点工作内容。构建包含5个子系统的高铁工程质量管理系统,界定各子系统的内涵和相互关系,研究得出系统协调一致、多目标协同、能力匹配、与外部环境协调等高铁工程质量管理系统最优运行机制,为新时期提高我国高铁工程质量管理效率、规范质量管理工作提供新的思路。

The project quality management of high speed railways features complex composition,multiple factors,close linkage and dynamic change.Therefore,the characteristics and contents of all aspects of work shall be effectively analyzed.The conceptual model of the project quality management system of high speed railways is built by applying the systematic engineering theory,to indicate the contents in knowledge,logic and time dimensions and analyze the key works of the project quality management in all dimensions.The project quality management system of the high speed railways is put forward,with the contents and inter-relation of its five sub-systems specified.The study shows the best operation mechanisms for the project quality management system of high speed railways,namely system coordination,multiple-objective coordination,capability matching and coordination with the external environment,which provides a new concept in making the engineering quality management of high speed railways in China more efficient and standardizing quality management in the new era.
