网络安全生态是一个复杂系统,需要统筹多层次与多要素的协同发展.中国网络安全生态发展是由网络强国战略驱动的,需要统筹推进网络安全与信息化的一体化发展,推进"本质安全"与"过程安全"的协同发展,推进政产学研用融等生态要素的融合发展.中国网络安全生态发展迅速,但仍需加大网络安全投入占比,加速培育网络安全产业竞争力,建设网络安全生态数脑等新型治理设施与提升协同治理能力.

Cybersecurity ecology is a complex system that requires coordinated development of multiple levels and multiple factors.China's cybersecurity ecology was driven by the national cyber development strategy.It is necessary to coordinate and promote the integrated development of cybersecurity and informatization,promote the coordinated development of“intrinsic security”and“process security”,and promote the integrated development of ecological factors including government,industry,academia,research,application and finance.China's cybersecurity ecology was developed rapidly,but still needed to increase the proportion of cybersecurity investment,accelerate the cultivation of the competitiveness of the cybersecurity industry,build new governance facilities such as digital brain of cybersecurity ecology,and enhance collaborative governance capabilities.
