The article aims to analyze the content,characteristics and impact of“Executive Order on Establishing the Committee for the Assessment of Foreign Participation in the United States Telecommunications Services Sector”.Research on the function of the Committee,Committee Members,Review start conditions,Review time,Review conclusion,and post-supervision.It found that three characteristics:First,the information provided by the company can be shared among executive departments or agencies of US Government;Second,The Director of National Intelligence provides a written assessment of any threat to national security interests of the United States posed by granting the application or maintaining the license;Third,Executive Order emphasizes coordination among multiple executive departments or agencies of US Government.The influence of Executive Order is relatively large:on the one hand,the committee will extend the scope;on the other hand,China Telecom Enterprises will face greater potential risks in the United States.
