Research and development of decision support system for maximizing clearing income of railway freight

通过研究影响货物运价及承运清算结果的相关因素,建立铁路货运承运清算收益最大化辅助决策系统,解决承运清算制实施后如何统筹考虑量价关系、合理制定运价策略、达到效益相对最大的问题。系统采用数据库技术、跨平台的.Net框架和C#语言,实现货运议价项目报审、运营分析的全过程信息化。系统可测算具体项目方案的清算收益,对比得出可行性建议,同时可客观评价经营单位的阶段性经营质量,促进经营意识提高,为提升经营管理水平提供有力支撑。

By studying the related factors that affect freight rates and the results of freight clearing,a decision support system for maximizing clearing income of railway freight was established to solve such problems that how to balance freight volume and freight rates,to formulate reasonably freight rate policies and to achieve maximum benefits after the implementation of freight clearing regime.The system was implemented by using database technology,crossplatform.Net framework,and C#language to realize the informatized process of submission and approval of freight negotiation items and operation analysis.The system can estimate the clearing incomes of specific freight plans and make feasible proposals by comparing the estimated incomes.Meanwhile,it can evaluate the phased operation quality of operating units objectively and help raise operation consciousness,providing strong support for the improvement of operation and management level of operating units.
