摘要
基于教育信息化2.0的阶段特征和时代背景,从战略管理的SWOT模型入手,分析以开放大学为代表的开放教育内部优劣势和外部机会及威胁,提出应对策略。开放大学具有公众信任、系统及办学经验、队伍稳定等优势,在转型路径方法、学制和管理灵活性、应变能力、技术创新等方面存在不足;国家政策导向、终身学习需求、新技术发展为开放大学提供了机会,而学历需求饱和、市场竞争加剧、教育资源开放、文化根基和法律制度缺失等构成了开放大学的外部威胁。据此提出包括机会优势、机会劣势、威胁优势、威胁劣势在内的多种对策组合,为信息时代的开放教育提供增长性、扭转型、多种经营、防御型等战略选择。
Based on the characteristics and background of Education Informatization 2.0,the internal advantages and disadvantages as well as external opportunities and threats of open education represented by Open Universities are analyzed by the SWOT strategic management model,and then some corresponding strategies are proposed.Open Universities have the strength of public trust,system running experience,stable teams,and school characteristics.However,weakness in transform methods,academic system and management flexibility,adaptability,and technology creativity also exit.National policy orientation,lifelong learning needs,and new technologies provide opportunities for open universities,while saturated academic requirements,intensified market competition,open educational resources,and the poverty of cultural foundations and legal systems are external threats to open universities.Based on this,a variety of countermeasure combinations including strength opportunity strategies,weakness opportunity strategies,strength threat strategies,and weakness threat strategies are proposed,to provide growth,reversal,diversification,and defensive strategies for open education in the information age.
