经济发达地区乡村振兴中村民养老保险研究——以佛山市为例

A Study on the Endowment Insurance of Villagers in Developed Areas from the Rural Revitalization——take Foshan City as an example

经济发达地区的村民,在乡村振兴中关注更多的是社会保障方面,对佛山市村民的调查研究发现,村民在养老保险方面的选择与其经济条件并不匹配,大多数村民选择了保障水平较低的城乡居民基本养老保险;村民参加基本养老保险的选择与性别、文化程度、缴费档次均呈负相关;由于保障水平较低,村民对现行城乡居民养老保险制度的满意度不高;他们期望政府通过乡村振兴,加大对养老保险的宣传力度,提高养老保障水平,拓宽村民收入渠道,提高养老保险的运作效率,最终实现“老有所养”的制度目标。

In the process of rural revitalization,the focus of the government and that of the villagers are different,no matter in developed or under developed areas.The government considers the problems of rural development from the aspects of rural integration and urban-rural integration,while the villagers are more interested in their own benefit.Through the investigation and study of the villagers in the City of Foshan,we can draw the following conclusions:although the villagers in developed areas pay attention to social security in Rural Revitalization,their choice of endowment insurance does not match with their economic conditions,because most villagers choose the basic endowment insurance for urban and rural residents with lower security level;the choice of villagers to participate in basic endowment insurance is negatively related to their gender,education level and payment grade;due to the low level of security,villagers are not quite satisfied with the current endowment insurance system for urban and rural residents;through Rural Revitalization,they expect the government to strengthen the publicity of endowment insurance,improve the level of endowment insurance,strengthen the supervision of endowment insurance,broaden the income channels of villagers,improve the operation efficiency of endowment insurance,and finally achieve the system goal of“providing for the elderly”.
