摘要
随着国家铁路网的不断升级与完善,部分中低速铁路能力得到释放,其客运功能定位有所调整,甚至有归口地方管理的趋势,而在一个城市的轨道交通体系中,市域线不可或缺。通过对国家发改委批复的市域铁路第一批试点项目在利用既有铁路的规模、标准、投资模式等方面进行总结,提出运营权、既有铁路能力、客流需求、互联互通、车站设置、运营补亏等方面的关键问题,并进一步提出利用既有铁路开行市域铁路列车的有关建议,为后续类似项目决策提供参考。
With the continuous upgrading and improvement of the national railway network,part of the medium-low speed railway capacity has been released,its passenger transport function has been adjusted,and there is even a tendency to focus on local management.In a city's rail transit system,municipal lines are indispensable.This article through to the National Development and Reform Commission approved the first pilot area railway project in the use of the size of the existing railways,standards,summarize the investment mode,etc.Operator is put forward,both the railway capacity,traffic demand,connectivity,station set up,the key problems,such as operation shall be determined and further put forward based on the advice of existing railway operation area railway train,provide reference for subsequent similar project decisions.
