新时期城镇人均建设用地指标评价方法及实证研究

Evaluation Method of Per Capita Construction Land Index and Its Empirical Study in Urban Areas in the New Era

文章以厘清当前不同部门人口与用地统计口径的差异,建立"多规合一"视角下"人地"空间对应的城镇人均用地指标,为国土空间规划编制提供技术支撑为目的,比较和分析各部门城镇人均用地指标的差异及存在问题,基于"明差异-统口径-建指标"的研究思路,提出"城镇范围人均建设用地"这一效率指标。同时,以泰兴市为例,测算2015年各乡镇人均城镇用地规模,并结合乡镇实际情况划分不同类型,进而提出适时修订现行人均城市建设用地面积指标的计算方法与规划标准的建议。

The purpose of this paper is to sort out the difference between current statistical standard of population and land use in different departments,and to establish an improved land use efficiency indicator from the perspective of multiple planning integration,so as to provide technical support for spatial planning in China.By spatial analysis and comparative analysis methods,the paper propose an improved land use efficiency indicator based on the research idea of“clarify difference-unify standard-establish indicator”.And for an empirical study,per capita construction land in each township of Taixing in 2015 is calculated,as well as type classification according to the actual situation.It is concluded that the indicator of per capita urban land should consider and accept the spatial coherency between statistical standard of population and land.Further,current evaluation method and spatial planning standard is suggested to revise following this conclusion.
