中新合作中城市次国家行为体的地位与作用--以中新广州“知识城”为例

City Sub-state Actors in China-Singapore Cooperation--Taking Sino-Singapore Guangzhou “Knowledge City” as an Example

在对外开放的大背景下,国家一直面临权力收紧与下放、全面推进与重点突破的协调平衡等发展战略问题。城市作为国家权力的主要承接者和开放战略的主要实施者,不可避免地受到国家战略调整的影响。随着东南亚地缘重要性的增强,中国与新加坡等东南亚国家的合作被赋予新的战略内涵和想象。中新合作是由国家主导,苏州、天津、广州、重庆等重要城市参与的合作模式,而广州参与的中新"知识城"合作特色明显。这种中国城市参与的合作模式与城市在国际体系中地位凸显的趋势相契合,充分体现了中央对地方分权的时代特征,同时也具有中国特色的差异性分权所带来的特有影响。

Under the background of opening to the outside world,China has been faced with such strategic issues as tightening and delegating power,and coordinating and balancing the overall promotion and breakthroughs in key areas.As the main undertakers of national power and the main implementer of the opening strategy,cities are inevitably affected by the adjustments of national strategies.With the increasing geographical importance of Southeast Asia,the cooperation between China and Sirgapore and other Southeast Asian countries has been endowed with new strategic connotation and imagination.China-Sirgapore cooperation is dominated by the state,with major cities such as Suzhou,Tianjin,Guangzhou and Chongqing taking part in the model.The cooperation models of Chinese cities’ participation are in line with the trend of cities’ prominent status in the international system,which fully reflects the characteristics of the times when the central government exerts decentralization to local governments,as well as the unique influence brought by different decentralization with C hinese characteristics.
