粤港澳大湾区科技保险与国际科创中心的互动研究

The Interaction Between the Development of Science and Technology Insurance and the Construction of International Science and Technology Innovation Center in GBA

粤港澳大湾区是继纽约湾区、旧金山湾区和东京湾区之后的世界第四大湾区,创新要素吸引力强,具备建设国际科技创新中心的良好基础。科技保险作为一类专门针对科技企业的保险品种,对大湾区国际科创中心的建设有着重要作用。通过总结粤港澳大湾区科技创新能力发展的现状和大湾区保险业和科技保险的发展情况,结合《粤港澳大湾区发展规划纲要》,探讨了粤港澳大湾区国际科创中心建设和科技保险发展面临的挑战,分析了大湾区科技保险发展与国际科创中心建设的相互作用,提出大湾区国际科创中心的建设应充分利用科技保险与科技创新活动之间内在的契合性和互补性,促进双方协同发展。针对大湾区科技保险未来的发展提出了相关的政策建议,以更好地促进大湾区科创中心建设。

Guangdong-Hong Kong-Macao Greater Bay Area(GBA)is the fourth largest bay area in the world after the New York Bay Area,San Francisco Bay Area and Tokyo Bay Area,which is attractive to innovative elements and has a good foundation for constructing an international science and technology innovation center.As a type of insurance products intended for high-tech enterprises,science and technology insurance plays an important role in the construction of International Science and Technology Innovation Center in GBA.This paper first summarizes the status quo of the development of science and technology innovation capability in GBA,and sorts out the development of insurance industry and science and technology insurance in GBA.Based on the analysis above,combined with the recently issued document Outline of the Development Program of Guangdong-Hong Kong-Macao Greater Bay Area,this paper probes into the challenges of the construction of the International Science and Technology Innovation Center in GBA and the development of science and technology insurance,and analyzes the interaction between the development of science and technology insurance and the construction of International Science and Technology Innovation Center.It is proposed in this paper that the government should make full use of the inherent fit and complementarity between science and technology insurance and scientific and technological innovation activities to facilitate the construction of the International Science and Technology Innovation Center in GBA,so that the coordinated development of both parties is promoted.Finally,relevant policy recommendations are proposed for the future development of science and technology insurance in GBA,which will promote the construction of the International Science and Technology Innovation Center in GBA.
