From Rules to Action:The Improvement of the Annual Report Releasing System of Higher Education Quality in China

高等教育质量年度报告发布制度是新时期我国高等教育发展的重要举措。通过对质量报告的政策制定过程和政策执行过程的分析可知,高等教育质量报告的发布形式和内容均有坚实的法律保障和政策支撑。对“985工程”高校8年的本科质量报告文本分析发现,报告具有较强的地域性特征和地域间差别,文本的篇幅有所不同,内容结构和形式大致相同。经过8年的实践该制度体现出了公开性、履责性、执行性的功用,但同时也暴露出制度理念模糊、缺乏法律法规保障、监督和保障体系不健全等制度性缺陷。为完善高等教育质量年度发布制度,需要转变报告发布的理念,明确质量报告建设的功能区分和结构区分;加强质量报告的多方面保障,提升质量报告的效用;同时高校要转变对质量报告的态度和意识。

The annual report releasing system of higher education quality is an important step in the development of higher education in China.Through the analysis of the formulation and implementation process of the reporting policy,legal guarantee and policy support are very important factors for the form and content of the higher education quality reporting.An analysis of the 8-year reporting texts of"project 985"universities reveals the following two features:firstly,the reporting displays strong regional characteristics and regional differences;secondly,the texts are different in length,yet similar in content structure and form.After eight years of practice,the system embodies the functions of openness,accountability and execution,but at the same time,it also exposes some institutional defects,such as unclear system concept,lack of scientific laws and regulations,and imperfect supervision and guarantee system.In order to improve the annual report releasing system of higher education quality,it is necessary to change the concept of reporting,clarify the functional and structural distinctions of quality reporting construction,establish various forms of guarantee mechanisms for quality reporting,improve the effectiveness of quality report,and change the attitude and awareness of quality reporting in universities.
