海河流域计划用水管理评估方法初探

Exploration on Assessment Method for Planned Water Use Management in Haihe River Basin

计划用水是实现用水、节水管理目标的重要内容,也是总量控制的重要手段。海河流域已逐步构建起计划用水政策法规框架体系,计划用水走向了正常发展轨道。围绕“水利工程补短板、水利行业强监管”的水利改革发展总基调,探索构建一套规范完善的计划用水管理评估流程,可以丰富计划用水监管手段,推动流域计划用水管理深入落实。

Planned water use is an important part for realizing management objectives of water use and water-saving as well as a crucial method for total quantity control.The framework of policies and regulations for planned water use has grad⁃ually been established in Haihe River Basin.Thus,planned water use is on the right track.Around the general guideline of water conservancy reform and development that“to improve weak lines in water projects and to enhance supervision in wa⁃ter sector”,this article explores and establishes a comprehensive and normative set of management and assessment process for planned water use which can enrich supervision measures of planned water use and promote the in-depth implementa⁃tion of planned water use management in Haihe River Basin.
