企业家才能、市场结构与产能利用率

Entrepreneurship,Market Structure and Capacity Utilization--Panel Data Inspection Based on Chinese Manufacturing Industry

巩固"去产能"成果是我国深化供给侧结构性改革中的重要任务之一。文章以中国28个制造业行业面板数据为例,利用DEA法测算了中国制造业分行业的产能利用率,通过回归模型实证检验了企业家才能、市场结构与制造业产能利用率之间都存在正相关关系,同时也与政府管制存在负相关性。因此要巩固中国制造业"去产能"的成效,一是要强调企业家的责任意识,充分发挥企业家才能在资源配置中的作用;二是要在保持市场良性竞争的同时,适当提高市场集中度,减少政府对企业产能投资的干预。

It is one of the important tasks in deepening the supply side structural reform to consolidate the "de capacity" achievements. This paper uses the panel data of 28 manufacturing industries in China as an example to measure the capacity utilization ratio of China’s manufacturing industry in 2003-2016 by using DEA method, and empirically tests the positive correlation among entrepreneurship, market structure and capacity utilization ratio of manufacturing industry through regression model, and the negative correlation with government regulation at the same time. Therefore, to consolidate the effectiveness of "de capacity" in China’s manufacturing industry, first, we need to emphasize the development of entrepreneurs’ sense of responsibility, give full play to the role of entrepreneurs in resource allocation, second, we need to properly improve market concentration while maintaining benign market competition, and we need to reduce the government’s interference in the investment of enterprises’ capacity.
