北京市激发非公企业工会活力的现状、问题和对策研究

The Current Situation,Problems and Countermeasures of Stimulating the Vitality of Trade Unions in Non-public Enterprises in Beijing

当前非公企业组织机构基本健全,工会在协调劳动关系中发挥一定作用,绝大多数职工和工会干部对工会发挥作用给予积极评价。但激发非公企业工会活力仍存在亟需破解的难题:工会当前顶层体制机制亟需完善以满足形势发展需要;非公企业工会基础薄弱成为制约非公企业工会活力的内在原因;低龄、低收入、低学历群体对工会作用评价低。未来应创新工会体制机制,为激发非公企业工会活力做好源头顶层设计;加强非公企业工会基础建设,增强非公企业工会内动力;构筑普惠化、精准化、常态化工会服务体系,提升“三低”职工群体获得感、幸福感和安全感。

Although the current organization of non-public enterprises is basically sound,the trade union plays a certain role in coordinating labor relations,and the vast majority of employees and trade union cadres give positive comments on the role of the trade union,there are still problems to be solved to stimulate the vitality of the trade union of non-public enterprises.The current top-level system and mechanism of the trade union need to be improved to meet the needs of the development of the situation,and the foundation of the trade union of non-public enterprises is weak.In order to restrict the vitality of non-public enterprises'trade unions,The employee groups with low age,low income and low education give low evaluation on the role of trade unions.In the future,we should innovate the trade union system and mechanism,and make a top-level design of the source to stimulate the vitality of the trade union of non-public enterprises.We will strengthen the basic construction and increase the internal impetus of trade unions in non-public enterprises,and build a service system of inclusive,precise and normal chemical industry association,and improve the sense of gain,happiness and security of“three low”employees.
