环境影响评价与排污许可制度的衔接研究

Research on the Linkage Between Environmental Impact Assessment and Emission Permit System

随着环境污染的日益严重,我国人民对环保的重视度越来越高,于是环保部门制定出了排污许可制度和环境影响评价制度。通过这些制度来约束各大工厂的行为,避免对环境产生破坏,并将两种制度衔接起来,发挥两种制度的不同优势,保障环境保护工作可以做得更好。但从目前的实施情况来看,两种制度衔接还存在一些问题,影响我国环境保护工作的发展。

With the increasingly serious environmental pollution,people in China pay more and more attention to environmental protection,so the environmental protection department has formulated the emission permit system and environmental impact assessment system.Through these systems,the behavior of major factories can be restrained to avoid environmental damage,and the two systems can be linked together to give play to the different advantages of the two systems to ensure that environmental protection work is better.However,from the current implementation,there are still some problems existing in the linkage of the two systems,which affect the development of China's environmental protection work.
