知识产权制度是激发创新活力的重要保障,实现创新驱动发展战略,推动经济发展质量变革、效率变革、动力变革,就必须保证人们的创造性活动获得应有回报。然而现阶段国有企业知识产权推广应用不足,激励措施难以落实到位。根本原因在于未能明确驱动因素,混淆组织与个人的价值回报,缺乏有针对性的激励方式。因此,应对知识产权制度进行适当调整,确保个人价值与社会贡献保持适度均衡,推动国有企业创新发展。

The system of intellectual property is an important guarantee for stimulating innovation and creativity,realizing innovation-driven development strategies,and promoting quality,improving efficiency,and striving for more robust drivers in future economic development,therefore we must ensure that people's creative activities can receive the equivalent rewards under our competition system.However,at current stage,the promotion and application of intellectual property rights in state-owned enterprises is insufficient,and it is difficult to implement the effective incentive measures.The fundamental reason lies in the failure to clarify the driving factors,confusing the value return between organizations and individuals,and lacking of targeted incentives.Therefore,the system of intellectual property should be appropriately adjusted to coordinate the different value between personal and social contribution,and to realize a leap-forward development of state-owned enterprises in the development strategy.
