摘要
本文研究了研发类企业的专利价值评估指标和分级体系构建方法。结合技术、法律和市场相关方,提出了适于企业内部评估管理、主客观相结合的专利价值评估指标。采用层次分析法确定各专利价值评估指标权重,利用各指标打分和权重,计算专利价值综合得分。最后,结合企业实例提出了从项目应用、产品与系统、商务谈判和专利布局四个不同视角对专利进行分级管理的方法。该方法在作者单位实践中进行了探索使用,获得良好效果。
This paper studies the index of patent evaluation and a method of establishing patent classification system for a R&D enterprise.With technology,law and market related stakeholders into consideration,this paper puts forward a patent value evaluation index,which is rational and suits to enterprise's internal patent management.The analytic hierarchy process method is applied to determine the weight of each index,followed a comprehensive patent evaluation process based on the defined indexes.Based on real case,this paper proposes a method of hierarchical patent management system from four different perspectives,which includes project application,product and system,business negotiation and patent layout.This method is explored and implemented in author's unit,and good results has been obtained.
