2019年12月23日,住房和城乡建设部与国家发展和改革委员会联合发布《关于印发房屋建筑和市政基础设施项目工程总承包管理办法的通知》。可谓一石激起千层浪,各个施工企业无不欢欣雀跃,但是论文对行业内施工企业现状进行分析后发现,实际操作层面的问题很多。论文以某市政总承包一级资质企业申报设计甲级资质为例,详细讲解在实际操作层面的困境,以及提出相应的解决办法。

On December 23,2019,the Ministry of Housing and Urban-Rural Development of the People's Republic of China and the National Development and Reform Commission of People's Republic of China jointly issued"The Opinions of Measures for Administration of General Contracting of Housing Construction and Municipal Infrastructure Projects".It can be said that the impact is huge,and every construction enterprise is full of joy and exultation.However,after analyzing the current situation of construction enterprises in the industry,the paper finds that there are many problems in the practical operation level.This paper takes a municipal general contracting first-level qualification enterprise applying for design A-level qualification as an example,explains in detail the dilemmas in the practical operation level,and puts forward the corresponding solutions.
