四川高质量发展评价体系构建与评估--基于包容性绿色增长框架视角

Construction and Evaluation of High-quality Development Evaluation System in Sichuan--From the Perspective of Inclusive Green Growth Framework

在充分借鉴国外包容性绿色增长框架和归纳国内高质量发展概念内涵基础上,使用组合CRITIC赋权方法和综合评价技术构建四川高质量发展测评指标体系,分析2003-2018年四川高质量发展指数的动态演变和内部结构变迁。研究发现:四川高质量发展进程在研究期内总体呈现出"周期性波动-快速上升-稳步增长"的阶段性演化态势,促进其高质量发展水平提升的主要贡献因素是经济发展持续向好和社会公平大幅跃升,但四川高质量发展趋势并不稳固,主要风险表现为绿色转型因素相对滞后。为此,推动四川高质量发展应从保障经济中高速增长、优化社会公平内部结构和加大绿色转型技术引导三方面着手,通过补短板、强弱项、提绩效强化高质量发展动力。

On the basis of fully drawing on the experience of foreign inclusive green growth framework and summarizing domestic conception of high-quality development,measurement index system of high-quality development in Sichuan is constructed by using and combining of CRITIC weighting method and comprehensive evaluation technique,and the dynamic evolution and internal structural changes of Sichuan′s high-quality development index from 2003 to 2018 are analyzed.The study found that,during the study period,the process of high-quality development in Sichuan generally presents a periodic evolution situation as cyclical fluctuation,then rapid rise and then steady growth,and the main factors contributing to promote the increase of high-quality development level in Sichuan are the sustained improvement in economic development and the significant increase in social equity.However,the development trend of high-quality development in Sichuan is not stable,and the main risk manifests as the relative lag of green transformation factors.Therefore,the next step to promote high-quality development in Sichuan must be taken simultaneously from three aspects:guaranteeing economic growth at medium-high speed,optimizing the internal structure of social equity and increasing the guidance of green transformation technology,and strengthening the driving force of high-quality development by improving weak links,strengthening weak items,and improving performance.
