摘要
准确评价林业系统各个阶段的效率对践行绿色发展理念具有重要的理论与实际意义。针对林业系统内部生产结构特征,提出包含造林与养护、病虫害防治和森林工业三个阶段的网络型DEA模型,将其应用于测度我国2017年18省域的林业系统子阶段及整体效率。研究发现:(1)各省域林业系统平均效率为0.782,而造林与养护阶段和病虫害防治阶段的平均效率分别为0.778和0.796,而森林工业阶段的效率为0.508,林业系统发展具有较好的可持续性;(2)造林与养护阶段和病虫害防治阶段共有13个地区呈现高集聚态势,这些区域在这两个阶段内具有较好的联动性;(3)造林与养护阶段和森林工业阶段共有9个地区呈现高低集聚态势,主要集中在森林覆盖率较高的区域。
Forestry is an important part of national economy and society.It is of great practical significance to evaluate and improve the efficiency of forestry system for realizing the concept of ecological civilization construction and development.Based on the existing network DEA model of unexpected output processing,this paper proposes a three-stage network DEA model for the internal structure of forestry system to measure the overall and sub-stage efficiency of forestry system in 18 provinces of China in 2017.The results show that:(1)The overall average efficiency of 18 provinces is 0.782,and the average efficiency in the afforestation and conservation stage and pest control stage are 0.778 and 0.796.The efficiency of forest industry stage is the lowest among the three stages,which is 0.508.The distribution of efficiency value in forest industry stage is relatively scattered in all provinces.(2)There are 13 districts presented higher-higher gathering situation in the afforestation and conservation stage and pest control stage,and this implies that these regions have good interactivity in these two stages.(3)There are 9 regions showing higher-lower agglomeration in the afforestation and conservation stage and forest industry stage,and these provinces are mainly concentrated in regions with higher forest coverage and pay attention to green and sustainable development.
