江西全面推行林长制 构建森林资源管理长效机制

Comprehensively implement the forest chief system in Jiangxi Province and construct the long term mechanism of forestry resource anagement

2018年7月,江西省委、省政府出台《关于全面推行林长制的意见》,按照“党政同责、分级负责”原则,设立省市县乡村五级林长组织体系,全面负责相应行政区域内森林资源保护发展的管理机制。江西林长制紧紧围绕建设富裕美丽幸福现代化江西,以严格森林资源保护管理、提升森林资源质量、促进森林资源利用为目标,以强化各级领导干部保护发展森林资源责任意识为核心,以完善行政村林长、基层监管员、专职护林员为主的“一长两员”森林资源源头管理体系为基础,构建“统筹在省、组织在市、责任在县、运行在乡、管理在村”的森林资源管理机制,探索具有江西特色、系统完整的林业生态文明建设制度体系。

In July 2018,the Jiangxi provincial authorities issued the"Opinions on the Comprehensive Implementation of the Forest Chief System"and set up a five-level forest chief organization system for provinces,cities,counties and villages in accordance with the principle of"the party and government share the same responsibility and graded responsibility",to be fully responsible for the management mechanism for the protection and development of forest resources in the corresponding administrative areas.The forest chief system of Jiangxi closely revolves the construction of build Jiangxi into a modern socialist province that is rich,beautiful and happy,with the goal of strictly protecting and managing forest resources,improving the quality of forest resources,and promoting the utilization of forest resources,to strengthen the responsibility consciousness of leading cadres at all levels for the protection and development of forest resources as the core,to improve the administrative village forest chief,grass-roots supervisor,and full-time forest rangers on the basis of the"one chief and two members"forest resources source management system,to construct the forest resources management mechanism of"coordinates in the province,organization in the city,responsibility in the county,operation in the township,management in the village",to explore a systematic and complete forestry ecological civilization construction system with Jiangxi characteristics.
