脱贫攻坚与乡村振兴衔接路径探索

On the Connecting Path between Poverty Alleviation and Rural Revitalization

脱贫攻坚和乡村振兴战略都是为实现"两个一百年"奋斗目标确定的国家战略。本文通过对一些贫困地区脱贫攻坚与乡村振兴的实地调研,探索出脱贫攻坚与乡村振兴对接方案。一是乡村振兴可以借鉴脱贫攻坚的有效经验稳步推进:通过借鉴脱贫攻坚产业扶贫、人才储备、文化引领和生态修复几方面的经验,探索乡村产业振兴、人才振兴、文化振兴和生态振兴;二是统筹落实乡村振兴与脱贫攻坚体制机制的衔接:通过脱贫攻坚的组织保障优势、政策优势和战略规划优势,使脱贫攻坚与乡村振兴顺利衔接、脱贫攻坚与乡村振兴的政策衔接以及将脱贫攻坚项目纳入乡村振兴规划和实施方案;三是乡村振兴与脱贫攻坚要素保障对接:不仅要建立职业农民制度和新型农民培训体系,还要推广多种形式的适度规模经营,加快建立涉农资金统筹整合长效机制。

Poverty alleviation and rural vitalization are both national strategies to achieve the two centenary goals. Based on the field survey of poverty alleviation and rural vitalization in some poverty-stricken areas, this paper explores the docking program of poverty alleviation and rural vitalization. Firstly, the rural vitalization can learn from the effective experience of poverty alleviation to steadily advance: by learning from the experience of poverty alleviation through industry, talent reserve, cultural guidance and ecological restoration to explore the revitalization of rural industry, talent revitalization, cultural revitalization and ecological revitalization. secondly, to comprehensively implement the linkage between rural revitalization and poverty alleviation system and mechanism: through the organizational guarantee advantages, policy advantages and strategic planning advantages of poverty alleviation enable the smooth connection between poverty alleviation and rural revitalization, the policy connection between poverty alleviation and rural revitalization, as well as the integration of poverty alleviation projects into the rural revitalization planning and implementation plan;thirdly, the key elements connection between rural revitalization and poverty alleviation: not only to establish a vocational farmers system and a new farmers training system, but also to promote various forms of adaptation to speed up the establishment of a long-term mechanism for the overall planning and integration of agricultural funds.
