我国医疗联合体政策梳理及现状分析

The policy review and status analysis of China's medical cluster

目的:对国内医疗联合体实践的政策背景及实践现状进行总结,为其建设和发展提供参考。方法:在中国期刊全文数据库、维普中文科技期刊全文数据库、万方数据库检索国家出台的医疗联合体相关政策文件,检索时间为2010年1月~2019年5月。结果:国内医联体建设全面推开,但普遍存在着双向转诊力度不强、基层医疗水平低、信息化建设不成熟、患者就医习惯未形成、医保政策不匹配等问题。结论:医疗联合体建设已达到量的积累,但仍有些亟待解决的问题;松散型医联体要向紧密型转变;政府相关部门在医联体建设中应发挥主导作用,提升其在群众中的认知度和认可度。

Objective:To summarize the policy background and implementation status of medical cluster,and to provide references for its construction and development.Methods:Collecting medical support policies issued by the state,searching CNKI,VIP and Wanfang data published in 2010-2019.Results:A total of 26 national policy documents were sorted out and 18 articles were included.The construction of medical cluster in China has been fully promoted.However,widespread problems have occurred,such as weak two-way referral,low level of primary medical care,immature information construction,no medical treatment habits,and mismatch of medical insurance policies.Conclusion:The construction of medical cluster in China has reached the accumulation of quantity,but there are still some problems that need to be solved urgently.The loose type needs to be changed to a compact one.
