摘要
健康中国战略的实现,需要医疗体制改革整体布局观念的有力支撑。协同治理理论强调了医疗体系中"供给者、需求者、支付者"多元参与的重要性,却没有回答"供给者、需求者、支付者"为什么愿意参与以及如何参与这两个关键问题。"实验主义治理"为这两个关键问题提供了新思路,"改变现状"机制涉及"为什么愿意参与"的问题,而"共同学习"的协调机制涉及到"如何参与"的问题。作者借鉴实验主义治理中"改变现状"和"共同学习"机制的思路,对中国医改多元主体治理困境的制度机理及其解决思路进行了探讨。
The realization of the Healthy China strategy requires strong support from the overall layout concept of the medical system reform.The theory of collaborative governance emphasizes the importance of multiple participation of"suppliers,demanders,and payers"in the medical system,but it does not answer the two key questions of why"suppliers,demanders,and payers"are willing to participate and how to participate."Experimental governance"provides new ideas for these two key issues.The"change status quo"mechanism involves the"why are you willing to participate"issues,while the"co-learning"coordination mechanism involves the"how to participate"issue.The author draws on the ideas of"changing the status quo"and"co-learning"mechanisms in experimentalist governance,and discusses the institutional mechanism and solutions of the dilemma in the governance of China's medical reform.
