大数据时代社会治理风险的 特点、成因及其治理

Characteristics,Causes and Governance of Social Governance Risks in the Big Data Era

大数据为社会治理提供了一种全新的思维,大数据通过科学分析、应用,可以提升社会治理的科学性、预测性、准确性。例如:大数据在新型冠状肺炎(2019-nCoV)治理中就发挥出重要的作用,数据治理也会存在一些问题“:信息孤岛”、网络舆论的衍生性、信息泄露、信息犯罪、道德风险等。为此,要进一步理顺大数据管理机制,提出风险防控应对措施:从“堵”转向“疏”的柔性治理转变、从碎片化走向整体性、从封闭走向开放。同时需要完善大数据基础设施建设、加强大数据法治建设、储备大数据人才、营造大数据安全环境、推进社区网格化自治、培育民间辟谣力量等。

Big data provides a new thinking model for social governance.Through scientific analysis and application,big data can improve the scientificity,predictability and accuracy of social governance.For example,big data plays a signif⁃icant role in the governance of novel Corona-virus pneumonia(Covid-19).Certainly,every coin has two sides.There are al⁃so some problems in data governance,such as"island of information",derivation of Internet public opinion,information leakage,information crime,moral hazard,etc.Thus,we take measures of risk prevention to coordinate big date management mechanism to realize the transition from"blocking"to"relief"flexible governance,from fragment to integrity,from closure to openness.At the same time,it is necessary to improve the infrastructure construction of big data,strengthen the rule of law construction of big data,reserve big data talents,create a safe environment of big data,promote community grid autono⁃my,and cultivate local citizen’s ability to identify and deny rumors.
