合肥老城区老旧小区改造对策研究

Study on the Rebuilding Measures of Old Residential Areas in Old Town of Hefei

老旧小区改造,有利于解决新时代人民对美好生活需要与发展不平衡不充分之间的矛盾,有利于老旧小区实现增强功能、传承文化、重塑活力的目标。本文对合肥华太小区、建机小区进行实地调研,深入分析合肥市老旧小区的现状,针对现合肥市老旧小区在建筑外观、公共服务设施、安全管理、资金来源和社区文化等方面存在的问题,分析其问题存在的根本原因,依据设计先行的原则,从顶层设计、技术创新、系统规划、社区治理、政策支撑、建设信息化平台、创新融资模式等方面提出改造措施。

The transformation of old residential areas is conducive to solving the contradiction between the people’s needs for a better life and the inadequate development imbalance in the new era,and to achieving the goal of enhancing functions,inheriting culture and reshaping vitality. In this paper,the Huatai community and Jianji community in Hefei were investigated on the spot,and the current situation of the old community in Hefei was analyzed. In view of the existing problems in the building appearance,public service facilities,safety management,capital source and community culture of the old residential area in Hefei,this paper analyzes the root causes of the problems,and according to the principle of design first, puts forward the transformation from the top-level design, technological innovation, system planning,community governance, policy support, construction of information platform, innovative financing mode and other aspects measures.
