新乡贤参与乡村治理的内在机理与实践逻辑:以广东Z村为例

The Internal Mechanism and Practical Logic of New Xiangxian’s Participation in Rural Governance:Case Study of Z Village in Guangdong Province

在实现乡村“治理有效”过程中,新乡贤群体因发挥了积极作用而引发诸多关注。基于广东省Z村的研究发现,村民公共精神的激活是新乡贤群体参与乡村治理并发挥作用的重要支撑,亦是衡量乡村治理是否有效的决定性因素。通过新乡贤的回归和参与,引导村民积极转变思想,建立行之有效的利益联结机制,提升村民的组织化程度,以文化共治实现文化相连,以利益共建促成利益相关,以组织共管推进组织有效,进而激活村民群体间的公共精神,才是新乡贤参与乡村治理并发挥作用的内在机理和根本途径。

In the process of achieving“governance effective”in the countryside,the New Village Noble group has attracted a lot of attention because of its active role.Based on the study of Village Z in Guangdong Province,the activation of the villagers’public spirit is an important support for the New Village Noble group to participate in the rural governance and play a role,and it is also a decisive factor to measure the effectiveness of rural governance.Through the return and participation of the New Village Noble,guide the villagers to actively change their minds,establish an effective mechanism of interest linkage,improve the degree of organization of villagers,achieve cultural connection through cultural co-governance,promote interest correlation through co-construction of interests,and promote co-management through organization.The effective organization and the activation of the public spirit among the villager groups are the inner mechanism and fundamental way for the New Village Noble to participate in the rural governance and play a role.
