乡村振兴背景下的自治赋权与精英参与——湖北秭归县“二长八员”村落自治个案分析

Autonomy Empowerment and Elite Participation in the Context of Rural Revitalization:Case Study of“Two Leaders Eight Members”Village in Zigui County,Hubei Province

政治统合与行政吸纳对农村精英参与治理起到了促进作用,但未能有效解决闲置精英参与不足和村级公共治理缺位的问题。在村级治理行政—自治非均衡形态下,产生了行政悬浮和自治空转的结构性特征。当自治场域内精英主体能够有效集聚和自治赋权时,体制外乡村精英参与村级公共治理才可行并能够有效运转。村落精英参与治理,其核心在于激发闲置精英的参与功能来破解村落治理缺失的困境,其运行机制在于村落协商共治和自我监督管理,其治理导向在于促进村落公共事务的解决。村落精英自治对未来优化乡村治理结构具有积极意义。

Political integration and administrative absorption have promoted the governance participation of rural elites,but it has not effectively solved the problems of insufficient participation of idle elites and the lack of village-level public governance.Under the non-equilibrium pattern of village-level governance administration-autonomy,there are structural features of administrative suspension and autonomous idling.When the elite subjects in the autonomous field can effectively gather and empower themselves,the participation of village elites outside the system in village-level public governance is feasible and can operate effectively.The core of village elite participation in governance is to solve the dilemma of the lack of village governance by stimulating the participation of idle elites.Its operating mechanism lies in village consultation and co-governance and self-supervision management.Its governance direction lies in promoting the settlement of village public affairs.Village elite autonomy has positive significance for optimizing the rural governance structure.
