The Evolution and Development of Hospice Care Policy in China

从政策研究的视角,总结回顾了自1988年天津医学院临终关怀研究中心成立以来,临终关怀服务政策进入临终医学研究的起步阶段、市场经济时期的探索阶段、进入政策视野的发展阶段、全国安宁疗护试点的持续发展阶段的系统演变过程,对中国安宁疗护服务的发展进行分析探讨,提出了促进我国安宁疗护事业健康发展的建议,以期为持续提高我国民众的死亡质量指数,促进现代社会文明发展提供借鉴。

From the perspective of policy research,this paper summarizes and reviews the four phases of system evolution of hospice care policy since the establishment of the Hospice Care Research Center of Tianjin Medical College in 1988,which starts from the initial phase of hospice care research,the exploratory phase under market economy,the development phase with policy vision,and to the standardized development phase of the National Hospice Care Pilot period.This paper analyzes the development of hospice care service in China,and puts forward some suggestions to promote its healthy development,which will provide reference for continuously raising the death quality index of Chinese people and advancing the development of modern social civilization.
