精准扶贫视阈下村干部腐败问题研究——以湖南省为例

Research on Corruption of Village Cadres from the Perspective of Targeted Poverty Alleviation——A case study in Hunan Province

在扶贫攻坚的时代背景下,村干部腐败问题具有很严重的社会危害。基于对湖南省曝光的扶贫领域腐败问题典型案件分析,村干部腐败问题具有涉案主体职级与金额较小、腐败类型多样,但相对集中和涉案人员多为“村两委”的“一把手”。村干部腐败问题的发生具有多方面因素,主观因素有村干部工资不高、法律文化素养偏低和村民权利意识薄弱,而客观因素则主要表现为监管制度不完善和落后的乡村文化陋习。必须强化对村干部廉政思想教育、完善村干部监管制度等。

Under the background of poverty alleviation,the corruption of village cadres has serious social harm.Based on the analysis of typical cases of corruption in the poverty alleviation field exposed in Hunan Province,the corruption problem of village cadres has the characteristics of small rank of the main cases involved and small amount of money,diversified and relatively concentrated types of corruption,and the people involved are mostly the"number one"of the"village two committees".There are many factors in the occurrence of corruption in village cadres.The subjective factors include the low salary of village cadres and the low legal culture literacy and the weak awareness of villagers'rights.The objective factors are mainly the imperfect supervision system and backward rural culture bad habits.We must strengthen the education of village cadres'clean government thoughts,improve the supervision system of village cadres.
