新时代我国地质勘查行业高质量发展对策建议 被引量:8

摘要 地勘行业高质量发展制约因素主要包括:科技创新能力一般,基层地勘单位对创新重视不足;传统生产要素不集约,粗放型经济增长制约可持续发展;外部环境缺乏保障,体制机制变革衍生众多问题;传统地质工作产能过剩,地勘单位发展后继无力。基于地勘行业高质量发展的任务及要求,提出实现地勘行业高质量发展的途径:(1)以供给侧结构改革推动地勘行业转型升级;(2)以创新驱动发展提升地勘行业全要素生产率;(3)以体制机制变革激发地勘经济市场活力。 The constraints of high-quality development of geological exploration industry mainly include the following factors:The ability of scientific and technological innovation is weak,and the basic geological exploration units pay insufficient attention to innovation;Traditional factors of production are not intensive,and extensive economic growth restricts sustainable development;There are many problems arising from the lack of guarantee of the external environment and the reform of the system and mechanism;The traditional geological work is excess capacity and the development of the geological exploration units is lack of sustainable momentum.Based on the tasks and requirements of high-quality development of the geological exploration industry,the paper puts forward the following paths to implement the high-quality development of the geological exploration industry:(1)promoting the transformation and upgrading of the geological exploration industry with the supply-side structural reform;(2)improving the total factor productivity of the geological exploration industry with the innovation driven development;(3)stimulating the market vitality of the geological exploration economy with the reform of the system and mechanism.
