农村土地综合整治融资模式研究--以山东省为例

Research on the Financing Mode of Comprehensive Improvement of Rural Land—A Case Study of Shandong Province

与国外成熟的土地整治融资体系相比,国内土地整治资金来源主要是以政府财政直接投资为主,市场资金投入和个人资金投入占比很小。农村土地综合整治融资中资金来源较为单一,创新型融资渠道没有得到有效开发。文章以山东省临沭县和滕州市西岗镇为例,对其土地综合整治融资模式进行了分析,在此基础上进行了互助融资模式探索。

Compared with the mature land improvement financing system abroad,the source of domestic land improvement funds is mainly from government financial direct investment,and a small proportion are from market capital investment and personal capital investment.The financing source of rural land comprehensive improvement is rather single,and the innovative financing channels have not been effectively developed yet.Taking both Lingshu county and Xigang town of Tengzhou City in Shandong Province as examples,the paper analyzes the financing mode of rural land comprehensive improvement and explores the mutual financing mode on this basis.
